The Monochrome effect is not just some filter, but a proper mono lens that makes all the difference in the shades of grey in between. Turn on the Monochrome effect feature by tapping on the Portrait icon, then swiping to the right to access the different photography modes. Select Monochrome to start shooting in black and white.
